The process to become a licensed official is
outlined in the Equine Canada Rulebook, Article C103.4. The criteria
for Learner Officials is found in Article C112.1. The first step is
to become a Learner by registering with Equine Canada in one or more
of the 4 specific areas: pleasure driving or combined driving, each
having a Judge and Technical Delegate. The process is described in
the above article. The classification and description of the various
Learners are described in the following articles: Pleasure Driving:
Judge - C104.1(c); TD - C105.1(c); Combined Driving Judge - C106.1(c)
and TD - C108.1(c).
The reason Learners are required to register
is to monitor who is in the program at any given time, to track their
progress and assist them wherever possible, and of course help determine
where the need and location for future clinics. The Learners work
at sanctioned events to gain experience with current, knowledgeable
officials. Responsibilities and restrictions are laid out in Article
C103.4(b).
Progress is tracked on two forms; the "Verification
of Learner Official's Experience", completed by the officials and
retained by the Learner to submit with application for promotion;
and a second "Learner Official Evaluation" which is left with the
official to complete and mail directly to Equine Canada. (both available
in the CDE Forms section) This latter
is a confidential evaluation used to guide the Licensed Officials
committee when considering promotions.
All officials and Learners must attend a professional
develop clinic once every 3 years which includes a written paper dealing
with knowledge of the current rules.
When the Learner has completed all the requirements,
he or she makes an application to the LO Committee for promotion -
Article C109. A review of the file is made for completion of the requirements,
and consideration is given to the combined reports from all the licensed
officials the Learner has worked.

The criteria for approving a clinic is based
on suitable facilities, and approved agenda and clinicians. Once the
need has been determined, and a suitable location has been made available,
a specific agenda is developed according to the need and level of
the candidates based on the privileges granted by the License and
experience of the candidates. A current, knowledgeable, experienced
clinician is assigned and the entire process monitored by the Licensed
Officials Committee.
The key point in putting a clinic together
is to avoid a "hoop-jumping exercise" and maximize the opportunity
to bring officials together and share experience, discuss rules, the
spirit of the sport, and look at case studies, unusual situations
and have a confident building professional learning experience. Our
Combined Driving clinics in 2001 and 2004 and Pleasure Driving clinic
in 2002 have all laid the foundation for an excellent program with
very positive written reviews by the candidates themselves
